Did MKUltra Really End? Local Black Hawk Down Veteran Continues the Conversation on Allen Dulles, “The Program,” and Watertown, NY

 

 

Well, it’s been a busy month or so. At the end of June, many of us watched the second U.S. Congressional hearing on MKUltra (the first, of course, was in 1977) asking the question, what exactly was/is MKUltra and is it still going on? On Monday, July 27, 2026, the second “event” as I call it, took place, which was the federal appeals court decision for Narvin Lichfield v. Netflix and Katherine Kubler regarding "The Program: Cons, Cults and Kidnapping" was issued. This decision simply stated that Netflix and filmmaker (and one of many victims) Katherine Kubler DID NOT defame the operator of a troubled teen program in the three-part documentary that took place in Ogdensburg, NY, literally right up the road from Watertown, the birthplace of Allen Dulles (this is huge for a great number of reasons which I will get into on a later date).

If you do your homework and watch the documentary, it’s clear that even the foundation of The Program has its very roots in MKUltra’s behavior modification and advanced interrogations programs. The students in the documentary even discussed the rules and stages of the program, as well as the “mind control” aspects of it. The documentary also pointed out all the information gained from each “student” regarding themselves and their family members. Anyone from the intelligence community can tell you how much power and control can be gained through private information not publicly known.

Why would people still be interested in MKUltra and these programs after all of these years? Why would countless individuals begin podcasts or write books about the subject armed with knowledge only gained through books or research? Then we see how many of today’s “victims” accounts are taken by the public or how there are those who go out of their way to destroy these same victims' credibility and lives.

Why?

There’s a war going on that no one ever sees or may never hear about. It’s fought in the shadows, between the layers of everything that we know is right and wrong - we can look out into the darkness and never find it. This war is fought by, or more often than they would like to admit - between - local law enforcement, federal investigators, our intelligence services, criminal organizations, left-wing “extremist” types with their own agenda and ambitions, and indeed - our very communities.

As a Black Hawk Down Army veteran who has been studying intelligence and experienced with our legal system for 16 years: I’m convinced this war is real - different factions fighting a battle between those who want reform and those clinging to the black-ops legacies of the past. As per their directives, most intelligence agencies are forbidden from operating on American soil, but “what if” these agencies had interests in either protecting secrets or exposing these groups who may or may not be abusing these secrets? Who would fight that battle?

Look at all the intelligence that’s been coming out from various sources or means. Information or the ability to silence it, gives you great Power and Control over what the public believes or holds value in. Military and intelligence agencies call it “Narrative Warfare”. You control the narrative, you control the inevitable.

Over the years, a lot of people have alleged retaliation after speaking publicly about perhaps the greatest weapon of power and control: “behavior modification and advanced interrogation experiments” and abuses or alleged government misconduct. Some witnesses or whistleblowers are diagnosed mentally unstable and are prescribed psychiatric medication and/or commitment. Some are imprisoned. Many endure professional ruin and/or suspicious deaths.

Whether every claim is true we can’t know for certain, but together they have fueled continuing public suspicion that MKUltra never truly disappeared. Looking at all of this, it could be construed that a quiet message is being sent to those who dare think about speaking out: “Don’t snitch”.

From my perspective, very few victims or advocates ever make a difference. And those who do, the enemy destroys their lives, credibility, and everything they hold dear in the process.

But that doesn’t stop everyone.

Naturally the intelligence community of today, such as the CIA, isn’t the same organization as when Allen Dulles or Hoover were in office, we like to believe they have evolved. But who is to say some of the older agents aren’t still lingering? Old systems or intelligence programs aren’t still in place that care more about results than a subject’s safety or civil rights? Systems, through various means or exposure, have been accessed by state and local agencies?

“How far is too far to protect the United States of America?”

The role of intelligence agencies is to get the information by whatever means necessary, sometimes that involves surveillance, intelligence gathering, interrogation or counter-interrogation techniques, etc. It’s important to understand what intelligence agencies do and the reasons behind it.

Right or wrong.

The intelligence operative. It’s been romanticized as the central point in our movies, TV shows, books, games, etc. Heck, my favorite former CIA - spy, John Reese, is a character from the TV series “Person of Interest” about a government AI built to spy on Americans and predict acts of terrorism or violence (know anything about NOA’s Sentient?) But who are they? What do they really do? Why would someone join the intelligence community? Be a spy?

On paper, the IC’s mission is driven or directed by what’s called “The Intelligence Cycle” (Planning, Gather/Organize, Analyze, Disseminate). But in the shadows, the mission often deviates from the manual. Decisions have to be made that defies a normal person’s sense of logic or morals. (Source: https://www.intelligence.gov/mission)

Becoming an operative, whether official or not, you may operate in the “black”. You work, live, and breathe in what we refer to as the “darkness”. Your mission could take you to a foreign, hostile country where you have to gather intelligence or groom your own assets to help you gain information or cause disruption in a certain region. With this, you could find yourself in situations where you have no back up if something goes horribly wrong. If you fail, you could be arrested and tried. With that, the sentence is usually execution or life in prison - and that’s if you’re lucky.

Your mission could force you to operate alongside the worst in humanity. You may come face to face with true evil and just to survive your cover, you may be forced to do things you can never tell others back home. Some actions, you might even not report. You may witness things that aren’t human in normal people’s minds, but you have to turn a blind eye. Things that keep us “civilized” like laws, ethics, or even morality might not matter in the field. Only the end goal. Accomplish the mission. Report back to your handler or caseworker. And get back to your family or loved ones - if you have any. The mantra “The end justifies the means” lives here.

But is there a gray option?

June 30, 2026, we saw history in the making; for the second time, one of, if not THE, darkest intelligence program in all of history was pulled back out from the darkness and into the light - MKUltra was called before Congress to be held accountable and to ask the question: did it really stop?

I don’t believe it did.

And neither does countless others.

I have to admit, I was concerned whether this hearing would be taken seriously or not. I knew, from my own experience and research, there was so much cover-up and corruption surrounding this program, the funding, and the very people involved to this day, but when I heard that Air Force veteran Congresswoman Anna Paulina Luna was backed by heavy hitters like another veteran, the former U.S. Navy SEAL Eli Crane, Rep Burchett, as well as other representatives from Congress, I knew this was going to be incredible.

                                                        And it was. 

From what I saw on social media, a lot of people were confused on some of the subjects and questions. Some people missed questions that were asked in the hearing then complained on social media that they didn’t talk about such and such. Just as I stated and wrote after I watched Homeland Security’s hearing on Havana Syndrome, there was so much information put out in this. So much intelligence to be gathered in what was said - and even from what was not said.

The first two witnesses were both writers/journalists who spent years writing about MKultra, Charles Manson, JFK, and Dulles. Some of their books were quite successful. Their testimony was quite informative. I admit, before this, I didn’t really know much about Manson, other than he was the “don’t drink the kool-aid” guy. But after hearing his background with the prison system, it got my attention. (I will be researching this further.)

I found it fascinating that MKUltra was exposed to the public only due to an accident in 1977 after a Freedom of Information Act request led investigators to discover surviving financial records despite the destruction of most MKUltra files in 1973, otherwise it would have stayed hidden for who knows how long. 

Funny how things work out.

I will probably do my own write up regarding the 2026 MKUltra Congressional hearing based on my notes and give my insights or opinions at a later date, but for now, these are the two things that stood out to me the most:

The first: Sidney Gottlieb. Sidney Gottlieb stood out to me for an unexpected reason. When Congresswoman Mace asked about him, Mr. Kinzer explained that Gottlieb had a childhood stutter and club foot and he was teased about it as a child and it eventually shaped him into a person who preferred to work in isolation and had his own ways of doing things. He was called by others: “eccentric”. Different. Making him easy to blame apart from the Agency. He was thought of as an “outcast”. Not one of them. To put it plainly, he was a ready made scapegoat.

I couldn't help but recognize parts of myself. I, too, have lived with a stutter. I've almost always preferred working independently rather than being the center of attention. Wherever I've worked, I've often felt like I was never fully part of the group - more tolerated than accepted. Easy to blame when things went wrong. Fired when I spoke up or tried to change my position.

The second: The third witness, Elizabeth Ginexi formerly of NiH. If you watched the hearing, you remembered how badly she was destroyed as to why she was even there. Then later on, she was ridiculed or mocked if you caught it in people’s smirks or tone in later follow up questions. It was made apparent that she wasn’t there for MKUltra, that she was there for what was happening inside of NiH “today”. Reminiscent of Gottlieb, she was someone, technically, not even associated with the agency she was representing to Congress. BUT - she did give some valuable intelligence having to do with MKUltra and The Program. Let me explain.

“Unveil the Unseen.”

Not long into my own research/investigation of MKUltra/The Program, it became obvious to me that, one: I wasn’t the only victim, there were countless others. Second: the Program was never going to stop, because it was so grounded into our mental health systems in the prisons, parole systems, mental health facilities, hospitals, schools, etc, but, what did need to happen, our government needed to wake up and facilitate enhanced oversight and real accountability. Stop giving money to organizations and private people so freely to run experiments on their own. (Based on my open-source intelligence (OSINT) investigation, a lot of people in my own situation appeared to be related! Those who weren’t related, they were tightly connected. - More on that in a later article.) Hence, a slow down in grants and other funding for NiH and others - which was precisely what Elizabeth Ginexi was complaining about. Her and other institutions/organizations, etc weren’t getting the easy money that they used for conducting their experiments due to improvements in oversight and accountability.

That’s a huge win in my book.

Bringing this all back to my previous article about Allen Dulles, MKUltra, Watertown NY, and me:

Based on my own research/investigation, the events at Academy at Ivy Ridge in Ogdensburg NY, shown on Netflix, and everything that was said at the 2026 Congressional hearing, I don’t believe that MKUltra should be treated as mere “history”. A page from a chapter in a textbook. No. It should be viewed as a persistent framework. Architecture. The design of a building doesn’t disappear because the former tenants have all moved out, the floor plan is still there and new people are leaving footprints on the carpet.


As discussed in my last article, Project MKUltra didn’t end, it became the blueprint for a nameless system or process most commonly referred to as “The Program” and it is alive and well hidden inside the mental health industry - just as it was when Watertown, NY born, CIA Director, Allen W. Dulles authorized it on April 13, 1953 after spending the better part of his early career building it before becoming head of the CIA.

Now that we’ve had the 2026 Congressional MKUltra hearing and everyone knows what it was, we need to look back as to the main reason that Allen Dulles built MKUltra and other programs: the rising threat of communism. What is everyone talking about now in Washington?

Communism.

What were a great deal of experiments during MKUltra?

LSD.

What is our medical industry pushing today?

LSD.

Folks, you have to look between the layers to see what’s really going on and to see what’s coming down the road if we don’t wake up. Ronald Reagan discussed it himself, Freedom is never free and it’s easy to lose if we don't stand vigilant.

Forensic pathologists are people who trace the root of how and why a disease or epidemic starts and where it began. You have to know its roots. What makes it so volatile? How to keep it from flaring up or spreading. How did the lab coats lose control? That is precisely what we’re going to attempt to touch on here with where it all started and the one who gave it life: Allen Dulles and Watertown, NY.

Where the Past Converges with the Present.

Allen Welsh Dulles was born on April 7, 1893 in Watertown, New York, during the early years of his father's long tenure rooted in Upstate's North Country. Allen Dulle’s father, the Reverend Dr. Allen Macy Dulles (1854–1930), served as pastor of the First Presbyterian Church of Watertown for roughly eighteen years - from the late 1880s until 1904. The church’s own history records his pastorate specifically from 1897 to 1904, while other sources, including the Allen Macy Dulles papers finding aid at Columbia University’s Burke Library (Auburn Theological Seminary collection), describe a tenure of eighteen years that began after his earlier pastorate in Detroit (ending around 1887) and concluded when he accepted a professorship at Auburn Theological Seminary in 1904.

Allen Macy Dulles was a respected Presbyterian theologian and pastor. After earning degrees from Princeton (B.A. 1875, M.A. 1878) and graduating from Princeton Theological Seminary in 1879, he continued his studies at universities in Germany (Leipzig and Göttingen; some accounts also mention Berlin). In 1901 Hamilton College awarded him a Doctor of Divinity degree. From 1904 onward he held the Chair of Theism and Apologetics at Auburn Theological Seminary.

Contemporary and archival accounts portray him as an ardent Christian who blended theological liberalism with austere, stern devotion—sometimes described as “unyielding discipline” or stern orthopraxy. He was a globally minded intellectual who combined open theological inquiry with rigorous personal and familial standards.

In short, the details of his pastoral service in Watertown, his education in Germany, his theological outlook, and his reputation are well supported by the historical record. The only notable variation among sources concerns the precise starting year of his Watertown pastorate.

Because Allen Dulles’ parents deeply distrusted public education, Allen and his siblings (including future Secretary of State John Foster Dulles and diplomat Eleanor Lansing Dulles) were largely homeschooled by private tutors. Growing up practically under a church spire, the children were subjected to a rigid daily routine that required them to attend church services every single day while memorizing scripture and hymns.

Though being raised in the quiet, industrializing landscape of Watertown, NY, the household was plugged directly into the highest echelons of American foreign policy. Their maternal grandfather was John W. Foster (Secretary of State under Benjamin Harrison), and their uncle by marriage was Robert Lansing (Secretary of State under Woodrow Wilson). Robert Lansing, himself, was also born in Watertown, New York and worked as a successful attorney there before leaving for Washington, DC.

Allen Dulles and his siblings enjoyed summers at their family’s cottage in Henderson Harbor, NY where the close knit family was able to come together peacefully. Years later, Allen Dulles still used the cottage as a vacation spot and private office even while director of the CIA. When the Warren Commission took place, Allen Dulles was chosen to take part of the investigation into the very program he groomed into creation: MKUltra.
