We all have places from our past that bring us peace. For most of us, it’s from our childhood or young adult life. A hometown we grew up in. A group of friends we could always depend on. Family. Or, maybe, it’s that childhood sweetheart you think back on and often pondered “the leap not taken” with.
For the man who influenced the intelligence world like none other and left a legacy that lives on to this day, Allen Welsh Dulles was no exception. For Dulles, he never forgot his birthplace of Watertown, NY nor the family cottage up the road in Henderson Harbor, NY where he spent his childhood summers. As an adult, he continued to use it as his private office and vacation spot after becoming head of the CIA - even turning it into a private hideaway while preparing for the Warren Commission.
Greyledge (the name they called the cottage) was situated on Lake Ontario, where the extended family had deep roots as discussed in my last article. Eleanor Lansing Dulles spent her childhood summers there originally through her maternal grandparents. Summering in Henderson Harbor was a high point for the family. I, for one, can tell you it’s beautiful there in the summer with great scenery and wonderful places to eat at.
The cottage itself was owned by James S. Seymour and his wife, Eleanor Dulles (Allen's sister), of which Allen was a frequent guest throughout his adult life. Henderson Harbor, NY offered Allen something Washington could not: privacy, distance, Lake Ontario, and being surrounded by people he trusted - something he was in short supply of as a senior member of the intelligence community. It’s worth mentioning that Henderson Harbor is right up the road from Allen’s birthplace of Watertown and shares a border with the quiet, small city of Adams, NY. The perfect environment to fly under the radar.
It was no big secret, even back then, that he used Greyledge as a retreat and private office. Reporters, locals, and Washington insiders knew that he retreated to the lake. If you do your research, you can find articles from the Watertown Daily Times and other news organizations showing pictures and articles about his travels and connection to the area. But when then president, Lyndon B. Johnson appointed Allen Dulles to the Warren Commission to investigate the assassination of JFK and the events surrounding the murder, it raised more than a few eyebrows and was thought to be a huge conflict of interest.
Having the former head of the CIA who had long butted heads with the young deceased president on the investigative commission, just didn’t sit right with a lot of people. Dulles, of course, had left the agency on November 29, 1961, after being fired by President Kennedy not long after the Bay of Pigs incident. The two had been at odds with each other for a long time over the way the CIA operated clandestine operations and, of course, there’s the famous comment by JFK regarding scattering the CIA to the winds. On May 15, 1963, a memo from the Central Intelligence Agency’s Inspector General raised concerns about Project MKUltra and the degree to which the senior CIA leadership had been informed regarding the program's activities. The following month, July 26, 1963, the report, Report of Inspection of MKULTRA, was submitted to then CIA Director John McCone. Based on available records, there is no evidence that this was brought to President Kennedy’s attention.

Prior to his death, JFK had expressed an interest in sharing the infamous “UFO Memo/File” with his Russian counterpart despite being told no by the CIA numerous times due to essentially operational security matters. Going against the advice of his CIA director, on November 12, 1963, JFK formalized the National Security Action Memorandum (NSAM) which directed NASA to explore joint lunar and outer space efforts with the USSR. The intended information shared would naturally include some aspects of satellite technology/programs and “space” medicine.
Then the horrible happened that I believed changed more than people could possibly realize for America and our future. On November 22, 1963, President John Fitzgerald Kennedy was shot while sitting next to his wife in the backseat of a convertible-style limo. While bleeding to death in the backseat and cradled by his crying wife, JFK was transported to Parkland Memorial Hospital and was pronounced dead at 1:00 p.m.
He was 46.
Exactly one week after the Kennedy assassination and two years after Allen Dulles left the CIA as director, on November 29, 1963, CIA Inspector General John S. Earman has a meeting with Marshall S. Carter (Deputy Director of Central Intelligence), Richard Helms (CIA Deputy Director for Plans), Sidney Gottlieb (Technical Services Division Chief), Lyman Kirkpatrick (Executive Director), and Raymond Treichler (TSD Chemical Branch - CIA) regarding the Report of Inspection of MKULTRA and the continuous of certain aspects of the program.
Deputy Director Marshall, who had been a career Army lieutenant general (and based on my own experience in the military as an Army NCO, was probably a very by-the-book shoes under the bed dressed-right-dressed type of guy), Inspector General Earman, and Kirkpatrick wanted to end certain aspects of the program such as testing on unwitting subjects. Helms and Gottlieb did not. They wanted the MKUltra to continue just as it was.
Other talking points that were brought up included policy and oversight that was brought into question by the report regarding things like safe houses operation, administrative controls/accountability, and should the questionable behavioral research/testing should be ended or brought to the attention of the current CIA director John McCone.
On the same exact day, November 29, 1963, then President of the United States, Lyndon B. Johnson establishes the Warren Commission to investigate and discuss the assassination of John F. Kennedy. One of the men he invites to be a part of the commission is, of course, Watertown, NY born Allen W. Dulles who, again, had been fired from the CIA exactly two years prior and had helped groomed Project MKUltra into existence during Operation Paperclip then launched it not long after taking the office of director of the CIA.

In intelligence, oftentimes, secrets are used to hide secrets. I believe that the UFO/space program file was covered for other classified intelligence programs - to include MKUltra. I think the CIA didn’t want the Russians to figure this out. This, I believe, is why John F. Kennedy was murdered, and why after his death, MKUltra became darker and even more secretive. Dulles knew that he’d have people from all sides who would want to see him fail and didn’t want the typical “C.I.A. conclusion” to the JFK assassination. Allen knew he had to take precautions.
In the world of intelligence, nothing is ever off the table. Allen Dulles knew that he couldn’t simply cram our government’s most sensitive documents into his briefcase or boxes then lug them to his family’s summer cottage and leave them exposed to break-ins or search warrants. I think he needed a system that merged compartmentalization of his OSS days with an ironclad protection of local legality routing his work through a well-connected local attorney whose influence (and discretion) could help make sure whatever the former director of the CIA needed to stay hidden, stayed hidden - and silenced.
I think the former director of the CIA found that just outside of the city where he was born and close to his family’s summer cottage, Greyledge. Of course, there is no evidence of this - to date - just speculation.
During World War II, while running the OSS station out of neutral Bern, Switzerland, Allen Dulles perfected a tradecraft centered on clandestine communication, proxy networks, and absolute information control. Surrounded by Axis intelligence, he relied on tightly vetted, single-thread courier loops and strict compartmentalization to ensure the capture of any single courier or informant never exposed the wider network.
Beyond moving secrets, Dulles used these methods to shape the narrative itself. By acting as a strict filter on what cables were sent back to Washington, he ensured strategic directives matched his own operational views, mastering the use of local cut-outs, deniable intermediaries, and blind drop-offs to leave no direct paper trail back to the American legation. - No courts would ever be able to prosecute him.
You have to ask yourself the questions:
“IF” he did use a local attorney like I suspect he did, are there still documents hidden away here in Jefferson County, NY?
Are they connected to the JFK assassination or/and MKUltra?
It was believed by many that the CIA killed JFK, a position that Allen Dulles would naturally not want as a determination by the Warren Commission. President Lyndon B. Johnson appointed Allen Dulles to the Warren Commission probably as part of an effort to assemble an investigative team from across several sectors of government for the obvious reason to head off parallel investigations (such as a separate congressional inquiry) and to help America make sense of all of it.
Allen Dulles knew the inner workings of the CIA. He also knew how to access records, lead an investigation, and manage an inquiry. He had lived a career knowing how to work a room and manipulate people.
In the end, the Commission concluded in September 1964 that a lone gunman, Lee Harvey Oswald, had fired three rounds from the sixth floor of the Texas School Book Depository, killing President Kennedy and seriously wounding Texas Governor John Connally. The Commission stated that there was no conspiracy regarding more shooters or the involvement of foreign governments. Oswald had acted alone. Subsequent investigations, forensic analyses, and disputed interpretations of the evidence years later would continue to challenge aspects of the Warren Commission's conclusions.

The Aftermath of the JFK Assassination and MKUltra
I think, with MKUltra losing its resources and “protections” for a lot of their more questionable research practices and to protect the program and its great many secrets, it had to go dark. Pivoting away from direct university grants toward entirely subterranean funding channels. proxy foundations, and compartmentalized front organizations that could shield the work from oversight. The transition into what would later morph into programs like MKSEARCH meant that administrative accountability was replaced by absolute isolation. The research didn't stop; it merely fractured into deeper, harder-to-trace layers, ensuring that Henderson Harbor wasn't the only place where things were deliberately buried away from the light.
The structural crossover between intelligence operations and domestic criminal syndicates, particularly the Chicago Outfit and other organized crime figures who already controlled local vice, narcotics distribution, and underground infrastructure, provided a ready-made network of unmonitored safehouses and deniable cut-outs. Street-level operations, organized crime networks, and corrupt individuals with their own agenda, offered something the CIA desperately needed: absolute operational security, total disregard for the law and the rights of others, and an underworld built entirely on silence and intimidation. By leveraging those syndicates, the handlers could source vulnerable subjects and manage clandestine testing sites completely off the books, ensuring that any paper trail dissolved long before it ever reached Washington.
In 1973, then CIA Director Richard Helms ordered the destruction of MKUltra and other program documents to protect from congressional investigations or other future inquiries not long before leaving office. The secrets of Project MKUltra would remain largely unknown to the public and members of Congress until 1977 when boxes of documents were discovered during a FOIA request and Congress ordered it all shut down.
MKUltra was a deep dive into mind control - the use of “nudges” to manipulate the actions or thoughts of others. It's secrets, were kept locked away with deadly precision and extreme prejudice. Hypnosis, LSD and other drugs, sleep deprivation, physical assault and abuse, isolation, psychological abuse, implants, direct energy, and other avenues of torture were used to destroy the psyche of a human being to be reshaped into who or whatever the medical staff wanted - for whatever purpose. These behavior modification and advanced interrogation methods developed during this time were largely based on experiments by Nazis, mostly in the concentration camps on Jews and others who the Germans deemed unworthy of human rights and thought to be nothing more than “animals” to be used as the Third Reich saw fit.
But did it all go away?
I don’t believe it did. It’s methods and its techniques for behavior modification and advanced interrogation are all over our research centers, hospitals, prisons and parole systems, and mental health treatment and research are still with us - you just have to understand it.

MKUltra merely shed its name and became something "unnamed". A secretive form that could not be identified to be charged against in a court room. The people who ran these systems were either protected or part of the unknown. Eventually, those of us who were either victims of it, or did enough research and began to see patterns and connections, gave it a name: The Program.
But what is it, really?
What did Allen Dulles create and what system did he develop and leave in place to control and hide it for future generations?
